If your child needs an accessible classroom, Portugal's founding education law now says so

It came out in the official gazette on Friday and it barely registered in the middle of August, yet it changes the most structural piece of legislation Portuguese education has. That framework law dates from 1986. Forty years on, it is still the text everything else in the system has to answer to — curricula, how schools are organised, what each stage is for. Amending it is not the same as issuing another ministerial order. It forces the legislation underneath to fall into line.
What actually changes
The guarantee stops being concentrated in the early years and now runs the whole way through. The most noticed piece is higher education, which gains an explicit objective: to guarantee full access to higher education, and the resulting entry into the labour market, for young people with specific educational needs. Short sentence, long consequences, because it ties accessibility not just to getting into university but to what happens on the way out.
In practice this is about things anyone living with the problem already knows by heart. Lecture theatres on the first floor of buildings with no lift. Course materials that defeat a screen reader. Assessments with no adaptation planned. Work placements nobody thought to make workable. The law sets the obligation. Delivering it will come down to budgets and building works, and no single statute settles that.
Where the law came from
The route it took is politically unusual. The amendment began as a Chega proposal passed in June with opposition votes, went to the President, was promulgated on 3 August and published on the 7th. An opposition party writing a change into the Education System Framework Law is not a yearly occurrence.
The calendar now moves towards the moment these rules get tested. University placements are imminent after 60,391 applications were filed in the first round, and it is in September that thousands of students find out whether the building they have been assigned to is equal to what the law now demands.
