Open doors did not work, says the government. Arrive with a job and a home and there is almost a green lane
Economy and Territorial Cohesion Minister Manuel Castro Almeida said Portugal remains open to anyone able to work, at a moment when the entry regime is tighter than it was two years ago.
The line came in Gavião, in the Portalegre district, on the sidelines of a contract signing under the Grow with Tourism programme. Manuel Castro Almeida, Minister for the Economy and Territorial Cohesion, said a wide-open-doors migration policy had not produced good results — and, in the same breath, that anyone able to work is still welcome.
The exact phrasing matters, because it describes how the government sees the funnel. Every immigrant who wants to come to Portugal and is in a position to work, particularly with a job and a home, gets in very easily, he said, with something close to a green lane. What exists, he added, is a limit on indiscriminate entry.
What the green lane actually is
It is not a figure of speech. It is a fast-track visa route built to handle employer requests for unfilled contracted roles, and the government has said it granted close to six thousand visas through it in roughly a year. The standard path remains the residence visa matching your reason for staying, applied for at a consulate before you travel.
That is the biggest change since 2024. You can no longer regularise your status after arriving as a tourist: the manifestação de interesse was scrapped for new applications, and CPLP residence permits now require a residence visa first. Cases filed before the cut-off are still being processed, many of them still waiting.
What this means if you are planning a move
With a signed job offer the route is reasonably clear, and there are dedicated channels for the employer, including the employer’s own email appointment request. Without one, the picture is narrower than an optimistic reading of these remarks suggests, and the job-seeker visa exists precisely for that situation and carries its own conditions.
