And it might: grants are awarded on a first-come, first-served basis.
The second phase of the Mobilidade Verde Passageiros programme opened on 12 June with a global budget of €10 million, and the logic is straightforward: get old combustion cars off the road and put electric ones in their place. Hence the requirement that surprises most applicants — you must scrap a petrol or diesel car more than 10 years old to receive the support.
Who can claim Portugal’s €4,000 electric-car grant?
Private individuals buying a new, 100% electric car costing up to €38,500 all-in — the ceiling rises to €55,000 for models with more than five seats — who hand over a combustion vehicle older than a decade for scrapping. Charities (IPSS) have their own line at €5,000 per vehicle. Hybrids, even plug-ins, don’t qualify: this programme is zero-emissions only.
How and until when can you apply?
Through the Environmental Fund portal, until 11:59pm on 27 July — but the clock that really matters is a different one: applications are processed in order of submission, so have your paperwork ready (invoice, registration certificate, scrapping proof) before you log on. Missing out isn’t fatal either: the programme has run in phases, and an exhausted budget is the strongest argument for the government to open the next one.
The grant lands on top of a tax environment already friendly to EVs — no ISV purchase tax, plus exemptions that anyone moving their residence to Portugal knows well. And if your application goes through, the money genuinely arrives: the refund hits your account after validation, with no lotteries and no endless waiting lists.
Ten days, first come first served, paperwork ready. If an electric car was already in the plan, this is the week to leave standby mode.
