€207.95 million in EU grants for clean-tech, digital and biotech factories in Portugal closes on 4 January
COMPETE 2030's STEP calls cover up to 70% of factory investments between €3M and €25M in the North, Centre, Alentejo and Algarve. Applications close at 5pm on 4 January 2027.
Apply / Learn moreTwo open calls in Portugal will pay non-repayable grants towards building factories for technology the EU classes as critical. Together they are worth €207.95 million, and applications close at 5pm on 4 January 2027.
They come from the Strategic Technologies for Europe Platform (STEP), in its Productive Innovation strand. That means making things, not researching them. Both opened on 30 September.
The money, and what it is for
The clean and energy-efficient technologies call (COMPETE2030-2026-12) has €100 million of EU regional funding for manufacturing clean tech, including net-zero technologies. It only covers investment in the North, Centre and Alentejo.
The digital and biotech call (MPr-2026-10) carries €107.95 million: €100 million from COMPETE 2030 for the North, Centre and Alentejo, plus €7.95 million from Algarve 2030. It covers cutting-edge digital and deep tech, and biotechnology, including critical medicines and their ingredients. Algarve projects need their own separate application.
Greater Lisbon is not eligible for either.
Who can apply
Companies of any size with formal accounts. SMEs are handled by IAPMEI and large firms by AICEP. Each company can file up to two applications per call, and projects get 24 months to complete.
Size is the real filter. Eligible cost per application has to land between €3 million and €25 million. This is money for a new production line or a new plant, not for replacing a machine.
The technology also has to be “critical” in the EU regulation’s sense. Either it brings something innovative, emerging or cutting-edge with economic potential to the EU market, or it strengthens a value chain where Europe currently depends on imports.
How much it pays
The rate depends on region and company size, and already includes a 10-point STEP bonus. In the core areas of the North, Centre and Alentejo, the ceiling is 60% for micro and small firms, 50% for medium-sized ones and 40% for large companies.
In Matosinhos, Beiras e Serra da Estrela, Médio Tejo, Alentejo Litoral and Alto Alentejo, each ceiling goes up by another 10 points, to a maximum of 70%. It is a grant against actual costs, not a loan.
Three ways to get knocked out
Supported machinery cannot run on fossil fuels. Building work cannot exceed 35% of eligible cost. And the technical annex must be written in English, 45 pages at most.
If you followed the previous Productive Innovation round that closed on 30 September, these calls are a different animal: fewer eligible firms, bigger projects and higher rates. Applications go through the Balcão dos Fundos portal, and a decision is due within 90 working days of the closing date.
