Portugal’s governing AD coalition opened its parliamentary days this Monday — the traditional warm-up for the month’s big political set piece: the state-of-the-nation debate, scheduled for 16 July. The chosen motto, “Governing with results”, leaves little doubt about the tone PSD and CDS-PP want to set.
What are the AD’s parliamentary days?
Two days of closed-door and public sessions in which the coalition’s MPs fine-tune their political message before returning to the chamber. The programme began with a visit to the construction works of Lisbon’s new circular metro line — results on display, that’s the idea — before moving to Cascais, where the opening session was set for 2.30pm at a hotel in town.
Why is Durão Barroso the guest speaker?
Day one closes with José Manuel Durão Barroso, former prime minister and ex-president of the European Commission, reflecting on “Europe, the World — some reflections from Portugal” at 6.45pm. At a time when Europe is debating defence, enlargement and competitiveness, the coalition called on the Portuguese figure with the most Brussels mileage on his CV.
The most noted absence is the prime minister’s: Luís Montenegro is not attending the opening day. With the state-of-the-nation debate ten days away, the opposition is unlikely to let that detail slide — though the country itself will probably be paying more attention to what happens tonight in Arlington than in Cascais.
